We used to breed shih-tzu pups years ago, but now have our first litter of Yorkies due in a fee days. We took her and got x-rays to see how many pups there are to be prepared, but the x-rays are inconclusive as to how many there are. The whole purpose was to see his many so we would know they were all out. Should that vet be responsible for another X-ray to confirm the number? We Need to make sure they are all out so mom will be okay.

I'm confused as to why you think the vet should be responsible for a other X-ray. X-rays can be inconclusive for a number of reasons including being off on dates, poor position of the pups etc.

My vet will NOT charge me if she can not see how many babies she is looking at....correct exposure of the x-ray is vital...if the x-ray is not taken properly, with enough exposure, the film will be too light and you cant see everything....multiple angles have to be taken so the babies can be viewed from all sides, left, back, and right sides. You also did the xrays to determine pelvic ring width, so you will know if heads /chests can fit thru mommas pelvic ring. My vet is excellent at reading xrays and ultrasounds....I am thankful for that!

I'm not sure how it is with animals but at my hospital whether or not something is found on an xray the patient(insurance) is charged. If you have an issue with the charge contact the clinic since you specified what the xray was for before you went in.
