|  That's a wonderful way to help pet owners who need it, but I wonder if they do any screenings or anything to decide who is eligible for it? If not, I can see people (who don't need it) taking advantage of it. I hope they actually give it to more people who actually need it, rather than people who can afford it and don't need the help.
