First thing that came to my mind was allergies as well. Has her food/diet changed recently? Maybe it's too hot/dry...have you cranked up the heating through the winter? How old is Bella? Is this her first winter?

If she has dry skin, you can try giving her very small amounts of unprocessed, organic coconut oil. It works wonders for the skin (for dogs and humans).

I'm not sure about using baby shampoo for dogs. It seems some people who have had dogs for years have always used people shampoo for their dogs, without issues. I personally stick to the dog products for dogs.
