Where are you in Texas? You really need to get this pup to a specialist ASAP. This sounds very serious.
Surely the initial vet advised you about further testing such as an MRI. Yes, it is very expensive but with an injury like that, simple xrays are not always going to tell a vet what is going on.

Your pup is your responsiblity and she is dependent on you! I don't mean to sound harsh, but if you cannot afford to take care of her then surrender her to someone who can. Even if it is a rescue. Bottom line, she needs to be seen ASAP!!!
