Yep! They actually go to the trouble of scooping it up which, you would think, would be the horrible part but then instead of carrying the bag until they find a bin to put it in they will just dump it in a hedge or next to a gate (a popular spot in nature reserves, especially at Druridge Bay beach!) or, as I say, tie it to a tree so it hangs there like some bizarre Christmas tree ornament!

It's only really started happening in the past ten years or so as before that nobody bothered to scoop it up. I think it's just a general malaise in society these days (in the UK anyway) that an awful lot of folks think rules don't apply to them and that THEIR dog's poop won't matter
Or, as one person once said on a forum, they scoop the poop up, tie the bag and leave it by a gatepost to pick up on their way home
Well, all I can say is there must be an awful lot of forgetful memories amongst dog walkers!!!!!
When I had my whippet Tina in 2008 I used to always have pockets full of poo bags (or loads in my bag over my shoulder...the doggy bag with treats, toys, spare lead etc) and I would double-bag her presents to me
and then either put them inside a plastic carrier and carry it in my doggy bag until I found a bin or carry it the few yards to the nearest bin. I always double-bagged it though as I cannot imagine how disgusting it would be to put your fingers through a bag or have one burst
Bad enough if it's your own dog but somebody else's dog with my phobia about worms etc *yuck!!!!*
