Should only walk her after she's had all shots.

Now that that is said, her pads are very soft and tender. Could be they got sore on her first walk. Also the pavement could be too warm for those tender pads. Right now, just walk her around in her own yard with harness and leash for training. Don't pull on her. Let her lead the way while you just follow her. This will let her get use to harness and leash first.
