If you are talking conformation, the dogs have to be intact and meet the standard described by the YTCA (weight: under 7 pounds). It would be best to find an experienced person to evaluate your pups.
Beginning training and grooming (which includes wrapping) is done primarily by the owner at home. There are also classes available for show training. Handlers can be hired for the shows and vary in price.
