I agree with the others, looks like an injury/ulcer, especially because of the placement. The cloudiness is scarring. Please take your girl to a doctor ASAP. Eye problems are excruciating painful and your girl could lose her eye. Also, it is cheaper to go now as KJC pointed out.
I just returned from our vet for a follow up on Max's eye. He has a corneal ulcer that was caused by an eyelash growing the wrong way on his lid.
