Teeth cleaning treats are definaly not going to remove that plaque, they're more for "keeping" the teeth clean, but even then they only help slightly. If you're seeing alot of tartar build up, yes, I'd talk to your vet about doing a dental on your dog. You said the tartar is Black? Tartar on dogs' teeth is usually more of a tan/brown color - black or gray indicates actaul decay (like a cavity), so definatly have a vet take a look. It is recommended to have a vet clean their teeth about once a year if you're not brushing, but it depends on the dog, their diet etc. A vet can tell you if it's needed and should always be looking at the teeth at every annual check-up
