My sister in law had this same problem..I groom her dog for her,,and the first time I did, he was matted to the skin, but by looking at him you would never know, she was only brushing the outer layer. she said she brushed him everyday, like I was crazy when I told her how matted he was..she said she was afraid to brush too hard, that she would hurt him..I had to explain that I knew she meant well, but she was hurting him more by not brushing all the way through. (as mats can hurt ).I had to show her the mats before she would believe me...she was using a soft baby brush, and it just did not get though the hair,,So I will give you the same advice I gave her,,Go and pick up a good metal dog comb, it does a much better job, and after you comb them with that, and you know that the hair is combed all the way through, than you can use your brush..good luck,
