Maybe it's a Baxter thing!? haha My Baxter will do the exact same thing. He sits puts his face up into the wind and gentley moves his head back and forth... I feel like I am watching a movie of the librarian who takes a pencil out of her hair and lets it down while shaking it out! lol
It is one of the funniest things that Baxter does!
