14 weeks is still pretty young ... little pups can't hold their urine for very long and no matter how diligent you are about traing if you leave them longer than say 3 hours they are going to pee
The ripping of the papers is a sign that she's bored
make sure she's got lots of toys
a radio or TV sometimes helps
and if the ripping continues get the washable pads
but keep at it ... soon she'll be ablem to hold it better

one secret to pee pad training if your dog is the least bit food trainable
meaning if they will do anything for treats
...if you catch her peeing do a Pee ... cheer for her and give her a treat
then whenever she plays or wakes up from a nap or in the morning
put her on her pad and say Come on Pee Pee
Soon you'll have her peeing on command
