Most professional photographers do not want to disturb the moment but catch the emotions they see in the scene. When you stop to ask someone to take their picture they will pose and it becomes an unnatural look. But after the shot is taken most will ask if it is all right to use the photo in a book or advertisement; or may even have you sign a release. But just the random cellphone pics; that is just rude.
