At that age it's sometimes due to double rows, as well as losing teeth. You can try and peek in the mouth. Are you getting him neutered? Most people do it at that time because teeth pulling requires anesthesia. They do continue to lose teeth on their own, but if they are getting a double row it's best to pull. He's right around the age that he'll start marking, so now is a good time to neuter.

It is hard to brush their teeth, I use poultry flavored toothpaste, and that helps, and I also like the fingertip brushes, but some people prefer a child's toothbrush. Regular dog tooth brushes seem too big to me. Don't use human toothpaste, it can make a dog really sick from the sweetner in it.
