I am sorry you are dealing with frustration right now. Yes sometimes yorkies are hard to housebreak, but it takes a lot of patience.
I will tell you what I did that helped me.

1. Take the wee wee pad that he already peed on and take it outside. Let him smell it and say go pee pee. Keep telling him to do so until he does. It might take a while. Dont go back home if he didnt do his business. Once he does praise him with his favorite treat and make a big deal about it, like oh yeah good boy etc. Once he peed on the wee wee pad he will know that its ok to pee outside. Then you dont need to use the pad just tell him go wee wee and praise when he does.

2. You have to take him every 2-4 hours at first. The consistency is the key. He will realize that once he goes outside you get all happy and he gets the treat.

3. Also watch when he eats and drinks. Usually when they eat they need to go potty in 1 hour or so.

4. People say dog's bladder starts working its muscles to hold when they are about 6 months of age.
