Lily (my puppy) won't even use training pads either. How did you get your to use them? Sometimes she goes outside but that is only when my bigger dog has to go outside!
I think you have the advantage with an older dog going out, she will probably start following that, keep it up!

He was using weewee pads before I got him at 6 weeks old so I'm lucky he's using something.
