Don't discipline with a newspaper. A firm no will do the same thing, and you're not terrifying your pup. I have one that will pee outside all the time, but always comes into poop, and he's five years old. I guess I've gotten use to it, because I just land picking it up, and throwing it in the toilet. I don't think he'll ever get it.
